Building law building permit does not require the construction of fences. (Article 29(1)(23) of the Law of 7 July 1994)
but!
It requires notification to the competent authority (e.g. the competent department of architecture and construction) if:
(a) the construction of fences on the roads, streets, squares, railway tracks and other public places, and
(b) fences over 2.20 m high
(Article 30(1)(3))
So remember - if you want to build high "defensive walls" around your own cottage - REPORT IT!
